I remember reading in the comments thread of a blog a couple years back that if you leave GS and get a job with a government (any in the world), your options continue to vest. Was posted by someone claiming to be a former employee. Quite a nice incentive and might help to explain how the state has captured GS and vice versa. Had a look for a link but couldn't find it.
