Republican governor says social policy should be written by activist judges, not by elected representatives.

No. That's not exactly what he is saying. What he is saying is that the people of the State of California voted on an initiative, Prop. 22, which stated that the definition of a marriage recognized by the State of California is the union of a man and a woman.

That is being challenged in the courts. His position is, let us determine the legality of that before we take any other action. What makes you think anyone said anything about activist judges?
